Foreign Ministry Spokesperson Hua Chunying held a press conference on December 31, 2012.

Hua Chunying started the press conference with the following announcement:

Special Envoy of President Hu Jintao and Minister of Water Resources Chen Lei will go to the Ghanian capital Accra for the inauguration ceremony of President Mahama on January 7, 2013.

Q: A Chinese citizen illegally exported missile parts from Dalian to Iran. Is China aware of it? What measures has it taken in response?

A: I am not aware of the specifics you mentioned. I want to emphasize that China's position on non-proliferation is firm and clear. China has been earnestly implementing UN Security Council resolutions on non-proliferation and its own laws and regulations on export control. We will investigate and handle any case of noncompliance by individuals or companies according to law.

Q: The Syrian government troops reportedly claimed to have killed dozens of foreign militants in Homs on December 29. The anti-government forces accused the government troops of mass killing of civilians. What is China's view of the current situation in Syria? What is China's comment on Special Representative Lakhdar Brahimi's remarks that "a solution is still possible but is getting more complicated every day"?

A: China is deeply worried about the continuing violent conflicts in Syria and urges parties concerned in Syria to bear in mind the long-term and fundamental interests of the Syrian people, immediately cease fire, stop violence and protect civilians, launch an inclusive political dialogue and transition at an early date so as to end the Syrian crisis as soon as possible. China respects the choice of the Syrian people and is positive and open towards any solution acceptable to all parties concerned in Syria.

Q: It is reported that in Central African Republic, a coalition of armed rebels known as "Seleka" is closing in on its capital Bangui. What is China's comment on the current situation in Central Africa? Please brief us about the safety conditions of Chinese nationals and institutions in Central Africa and what China has done.

A: China condemns the recent armed attacks in Central African Republic and is concerned about the deteriorating security situation there. Peace and stability is precious to the war-torn Central Africa. We support the active efforts made by the African Union, relevant regional organizations and countries for solving the crisis in Central Africa and welcome the agreement among relevant parties in Central Africa to hold peace talks in the near term. We hope parties concerned can bear in mind their national peace and development, immediately stop all armed actions and peacefully solve the crisis through political dialogue. China is ready to work with the international community to help Central Africa restore peace and stability.

Since the worsening of situation in Central Africa, the Chinese Foreign Ministry has paid high attention to the safety of Chinese nationals and institutions in Central Africa and instructed its diplomatic missions to launch the emergency response mechanism and evacuation plan. The Chinese Embassy in Central Africa immediately started the round-the-clock emergency response mechanism, followed closely the situation and coordinated the evacuation of Chinese nationals based on the voluntary principle. The Chinese Embassy in Cameroon and Consulate in Douala assisted the arrangement of chartered planes and made preparations for picking up the evacuated Chinese.

Since December 27, the Chinese Embassy in Central Africa has organized orderly evacuation of Chinese nationals and institutions by commercial and chartered flights to neighbouring countries such as Cameroon, the Republic of Congo, Sudan and Angola or back to China. By two o'clock on the afternoon of December 31 Beijing time, 239 of the 303 Chinese citizens in Central Africa (embassy staff excluded) have been evacuated.

The Chinese Foreign Ministry and Embassy in Central Africa as well as relevant diplomatic missions will continue to follow closely the developments and provide necessary assistance to the Chinese citizens there.

Q: It is reported that the Japanese side seized a Chinese fishing boat with nine crew members on board on December 30. Please confirm and brief us on the specifics.

A: On the evening of December 29 local time, a Chinese fishing boat suspected of unauthorized fishing 50 nautical miles southwest off Japan's Osumi islands was detained by the Japanese coast guard. The captain and two crew were taken to Kagoshima for investigation. The other six crew and the fishing boat remained at the scene.

The Chinese Consulate-General in Fukuoka sent staff to visit the crew immediately, requiring the Japanese side to treat them properly and effectively protect their safety and lawful rights and interests. The Chinese Foreign Ministry and Consulate-General in Fukuoka will continue to follow closely the case and provide necessary assistance to the Chinese fishermen concerned.

Q: We are going to ring out 2012. How do you view China's diplomacy in 2012? What is your outlook of China's diplomacy in the coming year?

A: Foreign Minister Yang Jiechi wrote an article entitled "Stay Committed to the Path of Peaceful Development" on People's Daily the other day and Vice Foreign Minister Zhang Zhijun delivered a keynote speech entitled "Stay Committed to Peaceful Development and Win-win Cooperation" at the eighth Lanting Forum. Both of them fully elaborated on China's foreign policy under the new circumstances.

China's diplomacy made steady progress against all odds in 2012. There was one highlight after another in Chinese leaders' attendance at major diplomatic activities. We have advanced our relations with our neighbours, other developing countries and major countries in the world in an all-round way. We have played a positive and constructive role on international and regional hotspot issues. We have taken solid steps to promote public diplomacy and people-to-people exchanges. We have also resolutely safeguarded national sovereignty, security and development interests. In doing so, we have created a favorable external environment for the success of the 18th National Congress of the CPC and the full implementation of the "12th Five-Year Plan".

2013 is the first year for us to implement the principles and ideas of the 18th National Congress of the CPC in a full and in-depth manner. Guided by the spirit of the Congress, we will make good preparations for Chinese leaders' attendance at major diplomatic activities, strive to build a new type of major-country relations featuring sustainable, stable and healthy development, make great efforts to deepen political mutual trust and convergence of interests with neighbouring countries, strengthen solidarity and cooperation with other emerging and developing countries, and contribute more "China proposals" and "China solutions" on international and regional issues. We will step up our work in the people dimension, in particular youth exchanges in a bid to consolidate the social and popular support for our relations with other countries. In the face of unprecedented and precious opportunities as well as various foreseeable and unforeseeable risks and challenges, China's diplomacy will continue to fully seize opportunities, calmly cope with challenges, properly handle complex and sensitive issues, resolutely safeguard national sovereignty, security and development interests and make new contribution to the lofty cause of world peace and development.
